Bids Are Invited For Custom Bid for Services - OPERATIONS MAINTENANCE CONTRACT AT IOCL KANDLA FORESHORE TERMINAL, HAULAGE, HOUSEKEEPING AND CANTEEN CONTRACT AT KANDLA FORESHORE TERMINAL, Job Based Activities Operational activities 1.1 Providing services in S&D block like providing drinking water, sorting of challans and other documents, Filing of acknowledgements, Collection, handling & help in disposal of samples, AR3A documents handling, handling of e-lock and related accessories, etc. Minimum 26 mandays of service per month i.e. 1 semi-skilled labour for a month. 1.2 Providing services in TLF like assisting in taking retention samples as per IQCM, Shifting of daily retention samples to sample room, assisting in taking 2 hourly density as per IQCM, helping in checking of samples for colour, appearance, water presence etc., QC related works and attending to loading related issues, etc and all others works as directed. Minimum 26 mandays of service per month i.e. 1 semi-skilled labour for a month. 1.3 Supervisor Providing 1 supervisor for supervising various operational and maintenance activities, maintaining attendance record, re-conciliation of monthly statutory payments, submission of bills, completion of gate pass formalities of haulage workers and any other work as directed. Providing 1 supervisor for wagon loading and unloading at BG siding and all other works related to TLF and BG Siding, Minimum 60 mandays of service per month i.e. 2 Skilled labours for a month., 1.4 Control Room operational activity Assisting in Control room activities like attending control room related issues like attending leakages, Daily water draining from ATF tanks & Strainers, Assisting in the operations of the fast flushing, salvaging oil spillage if any, assisting in gauging, sampling of tanks before and after receipt, assisting in lining up of tanks and pipelines in pump house manifolds for receipt or dispatch, assistance in tank water draining, assistance in product pump operation, assistance in product line flushing for grade changeover(work includes, connection of hoses from watre line, dismentling/connection of blinds, flanges etc as per direction of officer incharge) and any other work as directed by control room Officer. After completion of above works the workman shall assist in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer. Unloading & loading Tank Wagons: Unloading: Assisting in the Quality & quantity checks of TWs, connecting & disconnection of hoses and unloading of Tank Wagons at Railway Siding as instructed by Tank Wagon Officer/Control Room Officer. On placement of wagons, open the Manhole Cover as per advice & Master Valve, Remove TW bottom blind flange/dummy plate, Connect hose to the TW bottom to the product line & Opening of master/bottom valve. Ensure that appropriate gasket all the nut bolts are applied, open bottom valve of the tank wagon and also the valve of the pipeline at riser/header. Bonded trays and buckets to be kept under while opening flanges. Also bonded clips to the unloading hoses to be ensured. After Unloading Disconnect the hose pipe from the tank wagon without spillage and blinding of the risers, Close bottom valve and master valve along with header/riser valve and blank the open ends of the hose pipe and also the headers / risers, Uplifting of hoses from designated stand and keeping hoses to designated stand with both ends blind. Cleaning of gantry after unloading operation. No open/spilled oil at BG gantry drain to be ensured. Loading: On placement of wagons, open manhole covers, Checking & draining of leftover product in metallic electrically bonded buckets/half cut drums, if any , place the loading arm. Closing of master valve & bottom audco valve. Discharge header packing & sealing in all 4 dummies. Monitoring of loading & topup of tank wagons, product wise as per CTCC dips. After loading, loading arms to be removed & fastened to its designated place. Checking of density /temperatures, as per advise of BG Officer. Draining water if found. Again topping up of wagon as per CTCC dip. Proper gaskets to be provided at Manhole covers and to be properly sealed to ensure zero leakage. Positioning of swing ladders at proper place. After loading/ unloading full BG gantry to be cleaned properly. No nut-bolts and no open/spilled oil to be ensured in BG gantry. Maintaining record of tank wagon fittings, dip, density and temperature as per instruction of BG officer/Control Room Officer in IOCL prescribed format. In case any leakage is reported outside Terminal premises then the same to be attended by deputing adequate no. of workmen as and when advised. Since, the placement of Tank Wagon can be irrespective of Sunday/ Holiday, operating days to be considered as all the calendar days of the month. Payment will be done as per the actual unloading. The work requires work at height up to 5 M on top of Wagons. Minimum 8 nos. Semi Skilled workers with prior work experience in unloading 50nos. Tank Wagons are required to be engaged. In case 2 wagons are placed simultaneously then at least 16 nos. semi-skilled workmen should be working in both the tank wagons for simultaneous unloading of the same. Transhipment of sick wagons outside including necessary transportation of equipments to wagon site out side, complete connected documentation & railway formalities shall also be included in the subject work. The Contractor shall have to arrange necessary vehicle for attending any issue in rake outside if required., Minimum 720 mandays of service per month i.e. 24 nos. semi-skilled labours per day, Minimum 720 mandays of service per month i.e. 24 nos. semi-skilled labours per day. 1.5 OWS/ETP operation: Assisting in operation of ETP, operation of ETP pumps and other machineries, cleaning of pumps motors of ETP, OWS, cleaning of the complete OWS floor and nearby areas and jobs as directed by Safety Officer. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer. Minimum 26 mandays of service per month i.e. 1 semi-skilled labour for a month., 1.6 Ethanol, Bio-diesel, sick TT, bridging TT etc Unloading: Assisting in the operation of Ethanol TT unloading. Climbing the TT with adequate safety PPEs and precautions, taking dips of all the compartments, sampling from each compartment, connection of nitrile hoses with the unloading coupling of the TT using non-sparking tools only and proper bonding of the flanges and TT, co-ordinating with Pump House for unloading and completing the operation with no leakage. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer. Minimum 26 mandays of service per month i.e. 1 semi-skilled labour for a month. Ethanol and bio diesel pump house operation: Assisting in the operation of Ethanol and bio diesel pump house for TLF loading operation. Work includses lining up fro TLF laoding, pump operation as per TLF demand, unkeep pf ethanol and biodeisel pump manifold, etc. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer.Minimum 26 mandays of service per month i.e. 1 Semi-Skilled labours for a month. Maintenance Activities 1.7 Maintenance of all valves i.e. Gate Valves, Globe valves, Butterfly valves, plug valves, ROSOV, DBBV, Ball valves, NRVs, etc installed in all product tanks, TLF gantry and TW gantry, product pipelines, manifolds of FST, NFST and BG Pump house, piggable manifolds, Receipt manifold, auxillary receipt manifold, VKPL manifold and all other manifolds within the control of Terminal as per the schedule and as and when directed by designated Officers. Regular preventive maintenance of the valves to be carried out as per pre-defined schedule and checklist including gland sealing, freeness of handwheel and valve, lubrication of stem threads, bonding across flanges etc for keeping the valve in operating condition all the time. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer. Minimum 104 mandays of service per month i.e. 4 semi-skilled labour for a month. 1.8 Cleaning of all product strainers installed in the suction pipeline of all pumps including isolating the pipeline containing the strainer, salvaging the product, opening the cover flange of the strainer, checking and cleaning of the strainer basket and replacement in case the basket gets damaged, restroring the cover plate with appropriate gasket, grease and nut bolts and flushing the bottom of the strainer in appropriate metallic barrel to avoid any spillage. Total 80 strainers to be cleaned in a quarter. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer.Minimum 52 mandays of service per month i.e. 2 semi-skilled labour for a month., 1.9 Checking of pontoons, drains, auto bleeder vents, legs, gauge well, sleeves, mechanical seal, rim seal, rolling ladder, bonding connection, drains of the floating roof tanks and replacement of pontoon rubbers, gauge well rubber sheet, mechanical seal fabric, etc as and when advised by concerned Officer. Greasing of the rolling ladder. Checking of roof vents of cone roof tanks and replacement of vent meshes as and when advised by concerned Officer. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer.Minimum 26 mandays of service per month i.e. 1 semi-skilled labour for a month. 1.10 Checking and rectification of glanding and termination of all instruments and equipments installed in the Terminal related to TAS and ensuring proper working of all the instruments/equipments. These equipments/instruments include Batch Controller, DCV, PD Meter, Earthing relay, densitometers, temperature transmitter, pressure transmitter, RADAR Gauges, AOPS, MST, actuators of ROSOV, DBBV and MOV, process and safety PLC, PLC modules, Master actuator stations, MFM and all other instruments/equipment installed within the terminal. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer.Minimum 52 mandays of service per month i.e. 2 semi-skilled labour for a month with diploma in instrumentation. 1.11 Checking of pumps including checking of foundation bolts, oil cups and oil level, coupling condition, pump casing, motor bearings and their greasing, pressure gauges, motor cooling fan, vibration of the system, temperature of the bearings, etc. After completion of above works the workman shall assit in any other work like tank farm operation (tank gauging, sampling, water draining), pipeline lining operation, pump house operation etc as per direction of control room officer.Minimum 26 mandays of service per month i.e. 1 semiskilled labour for a month. 1.12 Additional manpower as & when required including Sundays and declared holidays for Kandla Foreshore Terminal. Item Based Activities 2.1 Calibration of Tank Trucks, TLF metering system through mobile prover, storage tanks as per advise of concerned Control Room Officer. At least 1 no. unskilled workmen to be deployed for TT calibration, 4 nos. unskilled workmen to be deployed for TLF loading point calibration and 2 no unskilled workman for assitance in storage tank calibration., 2.2 Tank Cleaning: After de-commissioning & de-gassing of the tank, tank bottom to be cleaned with the help of corporation provided pressure pumps. Sludge to be collected and removed to the designated sludge pit with the vaccuum pump provided by the contractor. No oil/ sludge to be ensured inside tank/ tank dyke. Tank bottom to be cleaned thoroughly till the satisfaction of the concerned officer. No dust/oil traces/ sludge to be remained inside tank bottom. To be ensured that no sludge will be disposed in the tank farm or any other area in the Terminal except the Bio-remediation pit. Taking all necessary precautions like use of safety PPEs, SCABA, etc before entering the tank. Shifting of all the eqipments needed for the entire process, like hoses, barrels, etc from a place inside the Terminal to the tank cleaning site, making necessary connection of the hoses from tank to pipeline and from water source to tank and collection of residual water and dirt safely into the barrels and shifting to a place as directed by IOCL officials (inside the Terminal) shall be in the scope of the contractor and all the consummables like water, nut-bolts, gaskets, grease, etc shall be supplied by IOCL. Apart from the above all other wiping materials, cloth, etc shall be arranged by the contractor. The work to be carried out as and when directed by Concerned Officer. At least 10 unskilled workmen to be deployed for 4 days for the work. a) 20 KL Underground Tank (3 tanks in 3 yrs) b) 70 KL Aboveground Tank (1 tank in 3 years) c) 200 KL Aboveground Tank (2 tank in 3 years) d) Tanks upto 40 meter dia (6 product tanks + 3 water tanks) e) Tanks beyond 40 meter dia (except ATF Tanks) f) ATF Tanks Yearly Cleaning (above 40m dia) 2.3 Shifting of Hoses includes opening of flange , fixing blind flange ( if required), shifting to nominated place within terminal or to Jetty or any other place between terminal to jetty, supply and fixing of gasket , bonding wire , nut bolt etc 3/4 Hose 8/12 Hose 2.4 Assistance in Pigging Operation- The Job Includes , Shifting of Pig from/to Store to Pig Launcher at Terminal or Jetty end, cleaning of pig, Opening / Closing of launcher/Receiver Barrel, Salvaging of Leftover product in Pig launcher/receiver before & after completion of pigging operation Monitoring of pig movement throughoput the operation, Monitoring of nitrogen pressure at terminal & jetty end , monitoring of water level in cooling tower , ( Minimum 4 persons to be deployed throughout the cycle). Vehicle for persons transportation from terminal to jetty & viceversa to be arranged by contractor. 2.5 Hydrotesting, elongation and electrical continuity test of all product hoses used in tank wagon unloading, tanker loading and unloading, ethanol and bio-diesel loading unloading as per direction of Designated Maintenance Officer or Designated Safety Officer. Hydrotesting, elongation and electrical continuity test of 3/4 hose Hydrotesting, elongation and electrical continuity test of 8 hose, 2.6 Testing of Pressure-Vacuum valves installed in Floating Roof tanks and Ethanol tanks as per direction of Designated Maintenance Officer or Designated Safety Officer. Work includes dismentling of valves from tank, fixing dummy on tank, shifting of valves from tank top to tank bottom at testing bench. shifting of valve from testing bench to tank top and re-fixxing of valve on tank. Shifting of all the eqipments needed for the entire process, like hoses, barrels, etc from a place inside the Terminal to the tank cleaning site, making necessary connection of the hoses from tank to pipeline and from water source to tank and collection of residual water and dirt safely into the barrels and shifting to a place as directed by IOCL officials (inside the Terminal) shall be in the scope of the contractor and all the consummables like water, nut-bolts, gaskets, grease, etc shall be supplied by IOCL. Apart from the above all other wiping materials, cloth, etc shall be arranged by the contractor. The work to be carried out as and when directed by Concerned Officer. At least 10 unskilled workmen to be deployed for 4 days for the work. a) 20 KL Underground Tank (3 tanks in 3 yrs) b) 70 KL Aboveground Tank (1 tank in 3 years) c) 200 KL Aboveground Tank (2 tank in 3 years) d) Tanks upto 40 meter dia (6 product tanks + 3 water tanks) e) Tanks beyond 40 meter dia (except ATF Tanks) f) ATF Tanks Yearly Cleaning (above 40m dia) 2.3 Shifting of Hoses includes opening of flange , fixing blind flange ( if required), shifting to nominated place within terminal or to Jetty or any other place between terminal to jetty, supply and fixing of gasket , bonding wire , nut bolt etc 3/4 Hose 8/12 Hose 2.4 Assistance in Pigging Operation- The Job Includes , Shifting of Pig from/to Store to Pig Launcher at Terminal or Jetty end, cleaning of pig, Opening / Closing of launcher/Receiver Barrel, Salvaging of Leftover product in Pig launcher/receiver before & after completion of pigging operation Monitoring of pig movement throughoput the operation, Monitoring of nitrogen pressure at terminal & jetty end , monitoring of water level in cooling tower , ( Minimum 4 persons to be deployed throughout the cycle). Vehicle for persons transportation from terminal to jetty & viceversa to be arranged by contractor. 2.5 Hydrotesting, elongation and electrical continuity test of all product hoses used in tank wagon unloading, tanker loading and unloading, ethanol and bio-diesel loading unloading as per direction of Designated Maintenance Officer or Designated Safety Officer. Hydrotesting, elongation and electrical continuity test of 3/4 hose Hydrotesting, elongation and electrical continuity test of 8 hose, 2.6 Testing of Pressure-Vacuum valves installed in Floating Roof tanks and Ethanol tanks as per direction of Designated Maintenance Officer or Designated Safety Officer. Work includes dismentling of valves from tank, fixing dummy on tank, shifting of valves from tank top to tank bottom at testing bench. shifting of valve from testing bench to tank top and re-fixxing of valve on tank.
